Non-citizen requirements

Step One

Visit CNCC's International Student Admission page. This tells what the supplementary procedures are for our college.

Step Two

Visit the Immigration and Customs Enforcement website. This website outlines the preparations and forms necessary to enter the country for study.

Step Three - TSA - Requirements

You must be assessed by the Transportation Security Administration to establish that you are not a threat to aviation or national security (49 CFR Part 1552). This is a new requirement added to the regulations in October 2004.

To establish that you are a US Citizen or US National, you will be required to present a current US Passport or your US birth certificate before you start your training.

If you are not a US Citizen or US National, you are subject to the Alien Flight Student Program (AFSP). Go through the following steps:

  • Go to the web site www.flightschoolcandidates.gov which details the process steps to be followed. Near the bottom of the page is a line "If you are an AFSP candidate, and are in need of a new account on the system, please select the link in order to fill out an account request template". Complete and submit the On-Line Account Request Form and subsequent verifications. You will need to provide an e-mail address. You will receive an e-mail with your User ID and password.

  • You can then login to www.flightschoolcandidates.gov this takes you to the Alien Flight School Program Application for Flight School Candidates. Complete this application, submit a copy of your passport (fax or scanned image acceptable) and pay the fee (credit card acceptable).

  • You will need to contact Colorado Northwestern Community College to obtain our FAA Certification Number. You will then be notified by e-mail that you have to submit your fingerprints. AFSP suggest using the web site www.tsc-csc.com/printoffices to provide help on how and where to have your fingerprints taken. You may not commence your training and must wait for Final Notification from the AFSP.

Once Colorado Northwestern and you have received a "Permission to Receive Training" confirmation notice from the AFSP, you may begin training. If the TSA subsequently determines that you are considered an aviation or security threat you will have to stop your training. Please note that there will be no refund of fees paid for training or training material already received if this should happen, and you will be required to settle any payments due on your account.
